Foreign Office, March 18, 1909, WITH reference to your telegram No. 63 of the 16th March in regard to the Hankow-Canton Railway Loan, I am informed that Berlin group telegraph, in reply to an inquiry as to whether their agent at Peking, Mr. Cordes, had received instruc tions for the suspension of his negotiations with the Chinese Government, that he has been directed to withhold his signature of the Final Agreement until they again communicate with him. The information contained in the final paragraph of your telegram above referred to would therefore seen to be correct, and it would in the circumstances that we are justified in at once formally reminding the Chinese Government that we consider the undertaking of the 13th February as binding, and expect them to give effect to it. Pray do so, if you agree in this view.
